Big Dummy, no hands front end shimmy

The only problem with my bike, is a weird front-end shimmy at relatively low speeds. I am tinkering with changing the weight of the front end and adjusting the home made defloppelator, but with a video, I can get a better fix on the frequency.
Turns out, the shimmy is caused by either low weight in the back end, or low tire pressure in the front end (or both). 40psi (down from 60), and it happens a lot.
